The overall objective of this evaluation was to assess the Cafasso management structure, partnerships and operations of prisons reforms project in Nairobi as part of the CEI Grant end of project evaluation. The specific objectives of the evaluation was examine the following: organization management at Cafasso, project stakeholders and the project operations. The evaluation was summative in nature and employed a mixed method approach, namely quantitative and qualitative approaches. The sample in this evaluation was mainly key informants, who represented project stakeholders. The evaluation made use of interview schedule and document analysis. Interview method was used to collect data from project partners. Key documents were used to inform the background to the evaluation. The collected data were analyzed using quantitative and qualitative approaches. Quantitative approach was descriptive, taking into account the frequencies of the participants. Qualitative approach on the other hand was used to present qualitative data obtained using interview guide from the Key Informants. These data were presented in a narrative form. This was vital in complementing the quantitative data. The evaluation established that there were a number of issues related to the management, project partnerships and the operations of the program. Thus, the evaluation recommended constitutional review of Cafasso, drawing of Partnerships policy guidelines, Memorandum of Understanding and streamlining of project operations to address the key underlying issues.
